1Samuel S. Hamilton (ca. 1783–1832) was a clerk in the War Department by 1816. In 1830 he was named superintendent for the Bureau of Indian Affairs (Mark Grossman, The ABC-CLIO Companion to the Native American Rights Movement [Santa Barbara, Calif., 1996], 148; ASP, Miscellaneous, description begins American State Papers: Documents, Legislative and Executive, of the Congress of the United States… (38 vols.; Washington, 1832–61). description ends 2:309; Rhode Island American, Statesman and Providence Gazette, 10 Sept. 1830).

2Filed in JM’s papers in the Rives Collection at the Library of Congress is a four-page extract in an unidentified hand, except for JM’s date and names of writer and recipient, of a letter from Sir William Temple to Sir Joseph Williamson, dated 6 Nov. 1674, describing his treaty negotiations with Holland, in which he argued the British position that free ships make free goods. JM later cited the correspondence in the pamphlet he was writing in late 1805 (The Works of Sir William Temple, Bart. [4 vols.; London, 1770], 4:55–57; [Madison], Examination of the British Doctrine [Shaw and Shoemaker description begins R. R. Shaw and R. H.
