London, September 5, 1798. “I find by private & public Intelligence that my Country … is determined to defend her claims against an insidious Foe.… I have been in Europe about two years …; from the connections I have both here, and on the Continent, I trust that I could procure on the lowest terms, any quantity of Arms &c. that our Government may want.…”2
