Gentlemen of the Senate,
I nominate William Jackson, of Philadelphia, to be Surveyor for the port of Philadelphia, and Inspector of the Revenue for the same; vice Walter Stewart resigned:
Simons Maxwell, to be Collector for the District of Hardwick, in Georgia, and Inspector of the Revenue for the Port of Hardwick;1 vice Thomas Collier, resigned.
and
Stephen Bingham to be Surveyor for the port of West-point in the District of York, Virginia, and Inspector of the Revenue for the same;2 vice Alexander Moore resigned.

1. Simons Maxwell (d. 1807) had been recommended for this post by John Habersham, the collector at Savannah (see Habersham to Oliver Wolcott, Jr., 10 Dec. 1795, DLC:GW). Maxwell remained collector at Hardwick until his death.
2. Stephen Bingham (died c.1808) had been recommended for this post by William Reynolds, the collector at Yorktown, who reported that Bingham had “acted occasionally as an Inspector under the late Collector” (see Reynolds to Wolcott, 14 Nov. 1795, DLC:GW). Bingham retained the post until his death.
