Mr Ternant presents his respectfull compliments to the President and takes the liberty of transmitting directly the inclosed answer to a note from Mr Randolph, covering a letter which is herewith returned.1

1Ternant returned a letter from a Mr. Le Breton des Chapelles to GW of 21 Aug. 1794 that has not been found. Edmund Randolph’s note to Ternant of 18 Nov. has not been identified. On 9 Dec., State Department clerk George Taylor, Jr., replied to Le Breton des Chapelles by sending him a copy of Ternant’s enclosed answer (DNA: RG 59, Diplomatic and Consular Instructions, 1791–1801).
