Th: Jefferson presents his respectful compliments to the President of the bank of the US. Being now to make up his annual account of the expenditure of the fund of 40,000 Đ for the legislature, he begs the favor of the President to have him furnished with a copy of the account of the Secretary of state on the bank books, down to the present day, to serve so far as a Voucher.

Thomas Willing (1731–1821), a prominent Philadelphia merchant and office-holder since before the Revolution, was a principal of the firm of Willing, Morris & Swanwick—the final incarnation of a partnership with Robert Morris that extended over nearly four decades—and served as the first president of the Bank of the United States from 1791 to 1807. He had been president of the Bank of North America from 1781 to 1792 (; Burton A. Konkle, Thomas Willing and the First American Financial System [Philadelphia, 1937]).
