Sir
I do myself the honor of enclosing the Copy of a letter from John Hamilton, esqr. British Consul at Norfolk. The communications contained in Mr. Hamilton’s letter have been transmitted by direction of the Executive, to the Commandants of the Militia of the Borough of Norfolk, and the Counties of Nansemond and Norfolk. I have the honor to be, with sentiments of respect and esteem, &c.

Enclosure: Hamilton to the Governor of Virginia, 8 Aug. 1793, communicating information he has received that Captain John Cooper of Suffolk is about to sail with a ship carrying eighteen guns fitted out there along with a smaller vessel as a tender, which he regards as a direct violation of the Proclamation of Neutrality, so that the governor can act to prevent any infringement of neutrality that might ensue (printed in
