[Philadelphia] 20 May 1793.

The Secretary of the Treasury has the honor respectfully to submit to the President of the United States a communication of the 15th inst: From the Collector & Naval officer of Baltimore, concerning the conduct of the third Mate of the Revenue Cutter, Active.1

1The letter from Otho H. Williams and Robert Purviance, who were, respectively, the collector of customs and the naval officer at Baltimore, has not been identified. The third mate of the Active, James Forbes, was currently under suspension (William Thomas to GW, 5 May, and notes; JPP, description begins Dorothy Twohig, ed. The Journal of the Proceedings of the President, 1793–1797. Charlottesville, Va., 1981. description ends 145).
