[Philadelphia, June 7, 1792. “An application is made to me by a Mr. Sarragon of South Carolina for some copies of vouchers of a claim against James Neilson which he says were sent to me in September 1789; but of which I have no present recollection. 1Troup, a New York lawyer, and H had been undergraduates together at King’s College before the American Revolution. When H became Secretary of the Treasury on September 11, 1789, he turned over to Troup pending litigation in which he was involved as attorney.
