Washington enclosed copies of Secretary of War Knox’s 26 Dec. 1791 reports on the events leading up to the defeat of Arthur St. Clair’s expedition against the Indians and the measures the federal government ought to take to retrieve the situation in the Northwest Territory. Knox had submitted these reports to Washington the previous day (Knox to Washington, 26 Dec. 1791, DLC: Washington Papers; ASP description begins American State Papers: Documents, Legislative and Executive, of the Congress of the United States, Washington, Gales & Seaton, 1832–1861, 38 vols. description ends , Indian Affairs, i, 139–202).
