I have received from the Secretary of State a Report on the Proceedings of the Governor of the Northwestern Territory at Kaskaskia, Kahokia, and Prairie, under the Resolution of Congress of August 29th. 1788, which containing Matter proper for your Consideration, I lay the same before you.

Dft (DLC); in clerk’s hand; undated and unsigned (enclosed in TJ’s memorandum to the President, 17 Feb. 1791). Entry in SJPL reads: “[1791. Feb. 17. Report Th: J. on resolution Congress respecting lands Kask.] Message accompanying it.” Enclosure: TJ’s report to the President, 17 Feb. 1791 (see Document ix), with its enclosures.
