[New York] February 25, 1790. Transmits papers relating to the case of Captain Hammond,1 a shipmaster imprisoned in St. Jago.2

1Thomas Hammond, master of the American sloop Brothers. A British frigate seized the Brothers and her crew for allegedly possessing coins salvaged from wrecks near Boa Vista Island, the most eastern of the Cape Verde Islands. Washington had been petitioned to seek the Americans’ release. See GW description begins John C.
