Sir,

We have the honour of transmitting herewith enclosed an Extract of a Resolution of Congress of the 1. May last, which we have Just recd.3

You will perceive from it that we may daily expect a Commission in due Form, for the Purposes mentioned in it, and we assure you of our Readiness to enter upon the Business, whenever you may think proper.

3A resolution that ordered Livingston to prepare a commission and instructions for the commissioners to negotiate a commercial treaty with Great Britain. Boudinot enclosed it in his letter of June 16; see the headnote and annotation there.

JA lamented that the resolution had not been sent with Capt. Barney; its earlier arrival would have saved much anxiety. He now believed that he would have to spend another winter in Europe, both for negotiations with the British and for raising another loan in the Netherlands, and asked his wife and daughter to join him: JA to Abigail Adams, Sept. 7, 1783, in Adams Correspondence, V, 236–8.
