No Congress1

1Although in the manuscript JM wrote “No Congress” at the right of a bracket with which he united “Tuesday 27 May” and “Wednesday 28 May,” the editors have separated the two entries, for others of his papers are dated on the earlier of those days. In a letter of 28 May the Rhode Island delegates informed Governor William Greene of that state: “There have been for some time past, but Eight States represented. This confines the business to a very narrow Circle, as a principal part of it, which should now engage their Attention, requires the voices of Nine States” (Burnett, Letters description begins Edmund C.
