Mr. Hamilton & Mr. Elseworth moved a call on the States, to fulfil the recommendation relative to the Tories. After some remarks on the subject, the House adjourned.1

1Hamilton’s motion, seconded by Oliver Ellsworth, is not noted in the official journal for 14 May. The “remarks” clearly related to Articles IV, V, and VI of the provisional articles of peace and foreshadowed the appointment the next day of a committee, Hamilton, chairman, and Ellsworth and JM among the other four members: “To take into consideration & report to Congress what further steps are proper to be taken by them for carrying into effect the stipulations contained in the articles between the United States & Great Britain dated 30 November 1782” (NA: PCC, No. 186, fol. 102; JCC description begins Worthington Chauncey Ford et al., eds., Journals of the Continental Congress, 1774–1789 (34 vols.; Washington, 1904–37). description ends , XXIV, 248–49).
