List of Loan Office Certificates Sent to the County Lieutenants

In Council, July 29. 1780

The Governor is advised to certify to the Aud[itor] the number of tobacco loan offices certificates [sent] to the Lieutenant of each county under the [. . . .]1

Two certificates viz. No. 2555. & 2556. were returned to the Treasurer as being supernumerary.

Tabular MS (DLC). The names of the counties and first column of figures are in a clerk’s hand. The second column of figures, under “acts,” is in TJ’s hand, and a vertical line has been run through the entire second column (see below). The memoranda preceding and following the list are also in TJ’s hand.

This list was compiled as a record of the tobacco loan office certificates sent to the various counties for the purpose of drafting troops for the Continental army according to an Act passed at the May 1780 session; see Memorandum of Executive Agenda, 19 July 1780; also Hening, description begins William W. Hening, The Statutes at Large; Being a Collection of All the Laws of Virginia description ends x, 257–62; and TJ to County Lieutenant of Botetourt, 24 July 1780; the last fully explains the procedure for handling and using these certificates. The second column of figures, deleted in MS, undoubtedly tabulates the number of copies of the Act forwarded to each county with the certificates; this was a temporary memorandum, and the data were eliminated before TJ had the list of certificates copied off to be sent, with his certification, to the auditor.
