My Colleague Mr. Mercer has charged himself with the naval Commissions mentioned a post ago in a letter from your excellency.

We have a report from the Eastward that a bloody Engagement has happend in English Channel, and that the admiral of his Britanic Majesty was met with sails and Colours flying; but we do not give the utmost credit to the Intelligence.

The year, omitted by Griffin, must be 1779, since James Mercer attended Congress from 9 Sep. to 30 Oct. 1779 only, and returned to Virginia just at this time (Burnett, Letters of Members description begins Edmund C. Burnett, ed., Letters of Members of the Continental Congress description ends , iv, lxvi, and 505, note). TJ’s letter to the Virginia delegates respecting naval commissions is missing.
