Sir,
I have been honored with Your Excellency’s Favors of the 21, 23, 23rd Instant, and the several papers referred to in them.
The enclosed copy of an Act of Congress of the 27th Inst., will communicate to your Excellency the sense of Congress relative to your Plan for conducting, & measures for executing the Western Expedition.1 I have the Honor to be With the greatest Respect and Esteem Your Excellency’s Most Obedient Servant

1. The enclosed copy of a resolution, extracted from the minutes of Congress for 27 Aug. and signed by Charles Thomson, secretary of Congress, reads: “The Committee, to whom was referred, the letter of the 15th from Genl Washington with the papers enclosed, brought in a report, Whereupon Resolved, That the plan prepared by General Washington for conducting the Western expedition, is in the Opinion of Congress wise and Judicious; That the measures he has taken for the execution of it are proper and prudent, and that Congress are perfectly satisfied with the general’s Conduct relative to the same” (DLC:GW; see also 14:1004). The resolution refers to GW’s letter to Jay of 15 Aug., in which GW defended himself against Maj. Gen. John Sullivan’s complaints of inadequate support for the expedition against the Six Nations.
