The inclosed letter from Mr Hughes respecting a proposed exchange of Captain Swan of Baylor’s Dragoons has just been received, which, as it relates to a matter that comes under your Excellency’s determination, I am directed to forward to you.1 I have the honor to be with the greatest respect Your Excellency’s Most obed. hble servant

1. The enclosed letter from Samuel Hughes to Richard Peters and Timothy Pickering, dated 27 July at Annapolis, Md., reads: “Capt. Swan of Coll Baylors Regt came out of N. York some time in April last on Parole since which he has been to Virginia where he met with Genl Philips who has promised to exchange an officeir of equal Rank for him provided Congress will agree to it.
“Capt. Swan not being perticularly known to you I take the liberty of soliciting your attention to his unfortunate Situation, and assuring you that I have been long and intimately acquainted with him and know him to be firmly attach’d to the cause of America and that his desire of being speedily exchanged, proceeds from his ardent wish of havg a further oppertunity of servg in the feild and cause of Liberty” (DLC:GW).
