1James Lemen (Lemon) operated a tavern in Winchester.

2The purpose of the “Congress” was to have Adam Stephen read to the assembled officers GW’s Address of this date.

3At least three men named Waters were in the Virginia Regiment at this time. Philemon Waters of Isle of Wight County was about 22 years old and had been in the regiment since Mar. 1754. William Waters, who was nearly 50 years old, enlisted in Oct. 1755 in Richmond County. John Waters, a blacksmith in Nansemond County and about 40, joined in Sept. 1755.

4The deserters were William Kennedy and Abraham Dale. See GW’s first Memorandum of this date and note 1 of that Memorandum.
