I have the honour to transmit herewith, a Report on the Petition of William Imlay Commissioner of Loans for the State of Connecticut, which was refered to me by order of the Senate on the 5th. instant. I have the honour to be very respectfully Sir Your obedient Servant

The President of the Senate”; endorsed in a clerk’s hand: “Letter from the Secretary for the department of Treasury with Report on petition of Wm Imlay Decr 1797.” Enclosure: Report by Wolcott on petition of William Imlay, 15 Dec. 1797, supporting Imlay’s request for reimbursement for $155.76, the sum paid for a third clerk, which exceeded the amount of $800 for two clerks as allowed by congressional acts of 3 Mch. 1795 and 30 May 1796, the extra clerk being necessary to carry out the legislation which authorized “the transfer of Stock standing in the Books of his Office to the credit of the State” (MS in same; in a clerk’s hand, signed by Wolcott; endorsed by clerks).

On 5 Dec. 1797, James Hillhouse of Connecticut laid Imlay’s petition before the Senate, immediately after which it was agreed that the secretary of the treasury should submit a report on it. TJ delivered Wolcott’s report to the Senate on 18 Dec., where, on the same day, it was read and referred to a committee. Two days later, Uriah Tracy brought in a bill recommending that Imlay receive the full amount claimed. The Senate passed “An act for the relief of William Imlay” on 22 Dec., but the House of Representatives did not concur with it until 11 May 1798 (JS description begins Journal of the Senate of the United States, Washington, D.C., 1820–21, 5 vols. description ends , ii, 413, 416–7; JHR description begins Journal of the House of Representatives of the United States, Washington, D.C., 1826, 9 vols. description ends , iii, 291).
