On 25 Nov. the House of Representatives “Resolved, that the President of the United States be requested to direct the proper officer to state to this House, the difficulties and inconveniences which have occurred in the execution of the act, intituled, ‘an Act more effectually to provide for the national defence by establishing an uniform militia throughout the U.
