1. The enclosed letter, in French, from Giuseppe Chiappe was written on 20 April from the port of Mogador (now Essaouira) in Morocco. Although he had sent previous reports on Morocco to Thomas Barclay, the U.S. agent at Gibraltar, Chiappe felt it was appropriate to send this one to GW now that Barclay was dead. After a review of current political affairs in Morocco and his own efforts to generate a favorable attitude toward the United States within the kingdom, Chiappe asked that GW intercede with Congress to encourage payment for the services that he and his brothers, Francisco and Girolamo, had rendered to the United States, (DNA: RG 59, Despatches for Consular Affairs: Tangier).
