[Philadelphia] 23 April 1792. Submits “the enclosed communications respecting an instance of misconduct in the Collector of Newbury Port.”1

1. The enclosures have not been identified. Stephen Cross, the collector for the port of Newburyport, Mass., was immediately removed from office (see Cross to Hamilton, 18 Oct. 1792, 12:590), and on 3 May, GW appointed Edward Wigglesworth to “supersede” him (see GW to the U.S. Senate, 3 May [first letter]).
