I lay before you an official Statement of the Expenditure to the end of the year 1795, from the sums heretofore granted to defray the Contingent charges of the Government.1

1. The enclosed statement of 1 Jan. 1796 accounted for $22,931.05, consisting of an unexpended balance of $12,931.05 on 30 Sept. 1794 and an appropriation of $10,000 on 3 March 1795. Ten warrants were issued for expenditures on a vessel chartered to carry dispatches from Lisbon to the United States in 1793; compensation of the district attorney, marshal, and commissioners for expenses involved in the government response to the western Pennsylvania insurgency; expenses incurred in gathering materials for spoliation cases in the British courts; and costs associated with detentions and seizures of ships by the United States. Those expenditures left a balance of $7,893.05 on 31 Dec. 1795 (D, DNA: RG 46, entry 47; LB, DLC:GW).
