From the Board of War

War Office [Philadelphia] June 13. 1780.

Sir

The board have the honor to inclose a letter from Lt Col. Conolly.1

It being the opinion of Col. Maegaw, that Lt Col. Conolly might be able to negotiate his exchange for Lt Col. Ramsay were he upon the spot2—The board submit the propriety of granting his request to your Excellency.3 I have the honor to be With the highest respect yr Excellency’s Most Obed. Hble Serv.

1The board enclosed Loyalist lieutenant colonel John Connolly’s letter to the Board of War of 11 June: “I am just favored with a letter from Colonel Ramsey dated Flat Bush 25th Ult: whereby I am inform’d, that my Exchange can not be effected without previously consulting His Excellency Sir Henry Clinton.

“Indifferent, as well as incaple with respect to military service, & much embarrassed as I find my Circumstancs, I must beg the favor of your Honors to indulge me with thirty days Absense, for the settlement of my Affairs at New york.

“I have already inform’d your Honors, of the necessitys which press me to make this application, which have not since diminished, & therefore I flatter myself that reflecting upon the particular hardships under which I labour, I shall obtain the required permission” (DLC:GW).

2Col. Robert Magaw and Lt. Col. Nathaniel Ramsay were both prisoners of war held by the British in the New York City area.

3GW replied on 16 June.
