Philadelphia March 31. 1795.

The Secretary of State has the honor of sending to the President a letter from Colo. Smith; upon which he is now in conference with Mr Hammond and the result will be communicated to the President in the morning.1

1Samuel Smith’s letter to Randolph of 29 March, sending information about the activities of Bermudan privateers, has not been identified. Randolph replied to Smith on 1 April that British minister George Hammond would “recommend” to the governor of Bermuda “that a stop should be put to the practices, complained of.” Randolph added, “Nothing would afford greater pleasure to the President, than to be able to cut up by the roots these persecutions of our commerce. Whatever may be the effect, his exertions will be unremitted” (DNA: RG 59, Domestic Letters).
