I have the honor to submit the inclosed list of names, which have occurred to me as most suitable as Commissioners for the proposed treaty.1 I am sir With perfect respect and attachment Your humble Servant

1The enclosed list contained the names of potential commissioners for a proposed council at Lower Sandusky with the hostile Indians of the Northwest Territory (see GW to Carroll and Thomson, 23–31 Jan., and notes 1, 5). The suggested names were listed by state: Massachusetts: Benjamin Lincoln, David Cobb, John Lowell; Rhode Island: William Bradford, “Judge Merchant”; Connecticut: Jedediah Huntington; New York: Philip Schuyler, James Duane, John Laurance; New Jersey: Philemon Dickinson; Pennsylvania: Charles Thomson, Timothy Pickering; Delaware: Richard Bassett, John Dickinson; Maryland: Charles Carroll of Carrollton, John Henry; Virginia: Edward Carrington; North Carolina: Samuel Johnston (DLC:GW, filed under March 1796). A similar list was submitted at approximately the same time by Alexander Hamilton and contained the following names, again arranged by state: Massachusetts: Benjamin Lincoln, Nathaniel Gorham, Theophilus Parsons, Stephen Higginson, John Coffin Jones, John Quincy Adams; Connecticut: Jedediah Huntington, Oliver Wolcott, Sr., Jonathan Trumbull; New York: Egbert Benson, John Laurance, James Watson, Samuel Jones; New Jersey: Philemon Dickinson, James Kinsey; Pennsylvania: Charles Thomson, William Bingham, Charles Pettit, William Bradford, Jr., Timothy Pickering; Maryland: Charles Carroll of Carrollton, James McHenry; Virginia: James McClurg, John Marshall; North Carolina: Samuel Johnston, William Davie (DLC:GW, filed under November 1792).
