Mr Vaughan has the honor of transmitting to his Excellency President Washington a letter he received under Cover from England—The accounts from france are later than what are probably contained in the letter, & Not So Satisfactory as those Mr Vaughan recd by the same opportunity.1

1The enclosure has not been identified, but Philadelphia wine merchant John Vaughan may have enclosed a letter or other document received from his father, Samuel Vaughan, who resided in England at this time.
