Enclosure: William Dunbar to Vaughan, Natchez, 25 Nov. 1802, stating that with the post about to depart, he has time only to say that W. C. C. Claiborne “has received an answer to his remonstrance” to Manuel de Salcedo (see TJ to the House of Representatives, 30 Dec.), in which the closing of the deposit at New Orleans “is justified on the principle of mercantile fraud introduced into the port” and “it is asserted” that Juan Ventura Morales acted without orders from Madrid; Dunbar adds that “General Victor is hourly expected with 3000 french troops & 7000 more will follow” (RC in DLC).
