I do myself the honor to inclose you an authenticated Copy of the Act of the Legislature of this state, ratifying the proposed Amendment to the Constitution of the United States of America, relative to the Election of President and Vice President, which passed by a unanimous vote of both houses of the Legislature.1

1. The enclosure (4 pp.) is a copy of the act of the legislature of Tennessee, 27 July 1804, and an attestation by the governor, 3 Aug. 1804, with the state seal affixed, as to the genuineness of the signature of the secretary of the state of Tennessee, William Maclin.
