1Pickering erroneously wrote 1794 on the ALS. The letter is endorsed as 1795, and the letter-book copy is dated 1795, which must be correct since Pickering did not become secretary of war until 1795.

2The enclosed draft has not been identified. It may have been a version of the circular letter to governors that Pickering issued with a date of 6 January. The letter reported that the ship Les Jumeaux (The Twins), which had been “armed and equipped in the port of Philadelphia, as a Cruiser, contrary to our neutrality and the law of the United States … has lately escaped from the River Delaware.” As the ship probably would need to put in at another port to finish her equipment, Pickering conveyed GW’s request that the governor “cause the requisite measures to be taken for seizing the above mentioned ship with her tackle furniture and stores; and also for apprehending the Captain” (Pickering to Richard Dobbs Spaight, 6 Jan., PHarH: Timothy Pickering Collection; for the same to the governors of Maryland, Virginia, and Massachusetts, see MdAA: Brown Books, vol. 4; Calendar of Virginia State Papers description begins William P.
