In conformity to a Resolve of Congress, of which the inclosed is a Copy,1 I am to inform you that a Council of War, at which I request your attendance, will be held at this place to deliberate and determine upon the measure recommended by Congress.
As the meeting of the Council, will depend upon the arrival of Genl Gates, to whom I have written,2 you will be pleased to enquire of him when he will be here, and regulate yourself accordingly. I am &c.

The second draft, in Alexander Hamilton’s writing, reads: “In conformity to the inclosed resolution of Congress, a council will be held at my Head Quarters, to form a general plan, for the operations of the army this campaign, at which, you are requested to attend. This is a business that requires dispatch; and it is only deferred ’till you and General Gates arrive, to whom I have also written on the subject” (DLC:GW).
