I have the honor to transmit, for your information, a Copy of the Supplementary Report of the Master Warden, relatively to the Schooner Flora, mentioned in my letter of Yesterday’s date:1 and to be, with perfect respect, Sir, Your most Obed. Hble serv.

1. The enclosed copy has not been identified, but Master Warden Nathaniel Falconer’s "Supplementary Report" to Mifflin of 10 June stated that after interviewing the Dutch consul, "I am well asured that the Schooner Flora belongs to the United States of Holland, and is Commanded by an Officer of their Navey. that the Pilot must have been mistaken in reporting her as a Privateer" (PHarH: Executive Correspondence, 1790-99).
Secretary of War Henry Knox replied to Mifflin on 11 June, acknowledging GW’s receipt of the letter and stating that if the Flora was a "public vessel. . . . if she has not brought any prize belonging to France, she is intitled to any assistance not of a warlike nature, conformably to the rules transmitted on the 7 of August last" (PHarH: Executive Correspondence, 1790-99).
