I grounded that opinion on the belief that the Collector was authorized to take possession of the rafts before they approached the lines. Mentioned in Daniel Brent to Willard, 21 July 1802 (DNA: RG 59, DL, vol. 14), as a request to be furnished with a set of the laws of the U.S. Brent replied that JM had directed him to point out that a congressional resolution of 3 Mar. 1797 required the marshal’s predecessor to hand over any and all materials he had received from the State Department.
