To the Senate

February 28th. 1816.

I nominate, William Pinkney of Maryland, to be Envoy extraordinary & Minister Plenipotentiary to Russia, with a special Mission to the King of the Two Sicilies.

On 2 Mar. 1816 the Senate requested JM to provide “such information as he may deem proper, showing the expediency of a special mission to the King of the Two Sicilies” (Senate Exec. Proceedings, description begins Journal of the Executive Proceedings of the Senate of the United States of America (3 vols.; Washington, 1828). description ends 3:33).
