Col. Swan1 has desired me to hand you the enclosed letter. It seems as if it should have been addrest to the Secy. of the Treasury. But he asks only for a suspension of a decision, and as that cannot be final without you, it may not be improper. With great respect—

1James Swan emigrated from Scotland to Boston in 1765, served in the Revolution, and engaged in financial speculations in France after 1787. The failure of his later ventures in 1808 led to his imprisonment for debt in Paris.
