To Congress

May 26th 1809.

I now lay before Congress the Report of the Secretary of War, shewing the progress made in carrying into effect the act of April 1808, for raising an additional Military force, and the disposition of the Troops.

Enclosures are Eustis to JM, 26 May 1809, and “A General Return of the troops of the United States” of the same date, signed by Maj. Abimael Youngs Nicoll, adjutant and inspector of the army (printed in Message from the President of the United States, Transmitting a Report of the Secretary of War [Washington, 1809]).
