§ To the Senate. Ca. 16 January 1817. “Commissions having issued during the recess to the following persons, I now nominate them to the Offices respectively attached to their names.”

RC (DNA: RG 46, Executive Proceedings, Nominations, 14B–A2). 4 pp. Undated; conjectural date assigned based on Senate Exec. Proceedings description begins Journal of the Executive Proceedings of the Senate of the United States of America (3 vols.; Washington, D.C., 1828). description ends , 3:70–71, where it is dated 16 Jan. 1817. First three pages in John Payne Todd’s hand, with JM’s marginal additions, and the fourth page added and signed by JM. Of the total of twenty-six names, including the recess nominations, JM also nominated Lewis Cass to continue as governor of Michigan Territory, Charles T. Porter to continue as marshal of East Tennessee, and Silas Bent to continue as judge of the Missouri Territory all of whose commissions were about to expire.
