The proceedings of the court martial1 has been transmitted without comment, or recommendation on the part of the court, or of the commanding general.2

Under these circumstances it is respectfully submitted whether the discipline of the army does not require that the sentence should be confirmed.

1At this point JM inserted an asterisk and wrote at the foot of the page: “*at Detroit June 9. 1816. sentencing Lt. Wetmore to be dismissed the service.”

2Crawford transmitted the proceedings of the court-martial of Samuel Waldo Wetmore, who had been a cadet at West Point and was commissioned as a lieutenant of artillery in July 1814. Between 9 and 16 June 1816, he was tried by general court-martial in Detroit, Michigan Territory, on specifications relating to two charges and specifications of failing to suppress a mutiny and conduct unbecoming an officer and a gentleman (intoxication). He was acquitted of one specification but found guilty of the charges and sentenced to be dismissed the service. On the last page of the trial transcript, JM wrote: “June 12. 1816 The sentence of the Court is approved. James Madison.” The trial transcript also bears a note in Daniel Parker’s hand: “By subsequent order of the President.” The cover of the trial transcript bears the note: “Sufferd to resign.” (DNA: RG 153, General Court Martial Case Files, I–27; Heitman, Historical Register description begins Francis B.
