1. The transfer stated that pursuant to the authority given the President by the act of Congress of 3 Mar. 1809, JM was directing that $60,000 of the Navy’s $1,000,000 appropriation for 1813 be applied to repairs of vessels, and $20,000 to contingent expenses. JM signed the transfer on 24 Sept. 1813 (DNA: RG 45, Letters Sent to the Treasury Department; and DNA: RG 45, LSP).
