Richmond July 23d. 1792.

Sir

The General Assembly in their last Session, passed a resolution and address congratulating the National Assembly of France on their late Arduous Struggle for the melioration of their nation.

I am at a loss how to convey these papers and to whom to address them, whether to the president of the National Assembly, or to the Monarch.

The Virginia General Assembly’s resolution and address congratulated the

National Assembly on the adoption of the Constitution of 1791; another resolution directed Governor Lee to forward them to the National Assembly. These documents, passed in December 1791, are in JHD description begins Journal of the House of Delegates of the Commonwealth of Virginia (cited by session and date of publication) description ends , Oct.–Dec. 1791, p. 130, 133–4.
