Mr. Keay presents his Respects to Mr. Franklin, and takes the liberty of sending to him a political Pamphlet, by desire of the Author.

If Mr. Franklin has any commands for England, Mr. K. will be happy to receive them on Sunday Evening, when he hopes to pay his Respects to Mr. Franklin, at Passy.

4An Englishman who was already acquainted with BF and in later years was a member of his circle, but about whom we know at present almost nothing. In 1787 he appended a note signed “P. Keay” to a letter to BF from Julien-David Le Roy (March 23, APS); the initial suggests that he was the Philip Keay, son of Henry and Elizabeth of Whitchurch, who matriculated at Cambridge in 1763: Joseph Hunter, ed., Familiae minorum gentium . . . (Harleian Soc. Pubs., XXXVII [1984]), p. 361; John and John A. Venn, eds., Alumni Cantabrigienses (10 vols., Cambridge, 1922–54), part II, IV, 5. By the summer of 1779 he was living in Paris with a Mme. de Cheminot, and they were intending to call when her health permitted: to BF, July 29, [1779], APS.
