Th: Jefferson asks the favor of mr Gallatin, on his arrival at his office, to call & accompany him to the Secretary of State’s office, where a matter of moment & urgency is to be considered.

matter of moment & urgency: on this day the State Department learned that on 17 Aug. a Moroccan cruiser had captured the brig Celia, a U.S. merchant vessel (see TJ to the Senate and the House of Representatives, 4 Nov.).
