Philadelphia, 16 June 1780. Acknowledges TJ’s “Despatches” of 9 June. They have been referred to Board of War and Committee on the Post Office. Encloses resolutions of Congress of 14 June authorizing Gen. Gates to call on Virginia and other southern states for militia and supplies and recommending those states to give every assistance in their power to carry into execution “such Measures as Genl. Gates shall judge most proper.”

Enclosure (Vi): copy of resolutions of Congress, 14 June 1780, attested by Charles Thomson; printed in JCC description begins Journals of the Continental Congress, 1774–1789, ed. W. C. Ford and others, Washington, 1904–1937 description ends , xvii, 510–11, endorsed by a clerk as received in June. A fuller version of the enclosure (apparently sent later, for the endorsement states that it was “recd. July [17]80”) is also in Vi; likewise attested by Thomson, it contains the “orders” as well as the “resolutions” adopted by Congress on Gates’ assuming command in the South. The orders were for financing Gates’ army; see JCC description begins Journals of the Continental Congress, 1774–1789, ed. W. C. Ford and others, Washington, 1904–1937 description ends as cited above.
