Philadelphia, 18 Nov. 1779. Circular to the state executives enclosing resolves of Congress of 12 and 16 Nov. reorganizing the eleven companies of artificers raised by the quartermaster general, and other resolves of 16 Nov. requesting the state executives to issue writs, when applied for, compelling witnesses to appear and testify in courts-martial.
