By the enclosed Act of Congress of the 2. Instant you will be informed that all restrictions by any former Acts of Congress which confine the Operations of the Commander in Chief to the Limits of these United States are taken off.1 I have the Honour to be with every Sentiment of Esteem and respect your Excellency’s most obedient humble servant

LS, DLC:GW; LB, DNA:PCC, item 15. GW’s aide-de-camp Tench Tilghman docketed the LS as received on 10 August. GW replied to Huntington on 20 August.

1. The enclosure with the resolution of 2 Aug. is in DLC:GW. Reacting to GW’s concerns, the Committee at Headquarters had requested that Congress lift this restriction (see Council of War, 6 June, n.5; see also Huntington to the Committee at Headquarters, this date, in Smith, Letters of Delegates description begins Paul H.
