1A draft of this plan in H’s writing dated July, 1780, is found in the Washington Papers, Library of Congress. According to Fitzpatrick (GW description begins John C. Fitzpatrick, ed., The Writings of George Washington (Washington, 1931–1944). description ends , XIX, 172, note 55) the copy sent to Congress is in the writing of Richard Kidder Meade and is in the Papers of the Continental Congress, National Archives.
