1. The enclosed extract from the journals of Congress for 11 Feb., signed by Charles Thomson, included six resolutions passed that day. In the first resolution, Congress praised Georgia’s exertions in the cause of the Revolution and promised to support her interests. The second resolution set the state’s quota of Continental troops at one battalion of infantry and one regiment of cavalry. In the third resolution, Congress approved the state’s plan for reducing her existing regiments and providing officers for the new units. The fourth resolution designated the officers displaced in the reduction and not employed in the new units as supernumerary officers. In the fifth resolution, Congress assured Georgia that “due regard” would be paid to Col. Samuel Elbert in the general exchange of prisoners under negotiation. The final resolution stated Congress’s reasons for denying Elbert’s promotion to brigadier general (DLC:GW; see also JCC, description begins Worthington Chauncey Ford et al., eds. In the enclosed extract from the minutes of the Georgia council, dated at Augusta on 12 Dec. 1779, that body appealed to Congress to exchange Elbert for British brigadier general James Inglis Hamilton of the Convention Army and afterward promote Elbert to brigadier general (DLC:GW).
