Treasury Department, Revenue Office, July 19, 1794. Requests “that the sum of five thousand Dollars may be placed in the hands of the Supervisor of Virginia,2 for the purpose of paying for 5000 Ca[r]tridge Boxes agreeably to Contract made with Mr. John Tinsley of Columbia dated the 25th. of April last.”3

3. Tinsley was a saddler in Columbia, Virginia. On September 30, 1794, Warrant No. 4087 for five thousand dollars was issued to him (D, RG 217, Miscellaneous Treasury Accounts, 1790–1894, Account No. 7158, National Archives).
