New York, March 13, 1799. “… May I presume to request your good Offices in recommending my Brother in Law Mr Charles Ramsay”2 as American consul “at the Havannah.”

1. Armstrong was a New York City merchant.
2. Ramsay, an American merchant who lived in Havana, was not appointed consul. On June 29, 1799, during the recess of the Senate, John Morton of New York received the appointment, which the Senate confirmed on December 6, 1799 ( , 326).
